If you don't want to finish the edges, or don't want to use a serger, make this modification to the pattern. Go down a little over an inch, and trim away.
Now you have a nice tab, and can either zigzag it, or leave the edge raw.
Trace the patten onto skirt fabric.
Serge or zigzag the edges. (optional)
Sew two lines to gather.

Flip the bottom of the skirt back on itself and hem it.
